Introduction to Jharkhand Staff Selection Commission (J.S.S.C.)

The Jharkhand Staff Selection Commission (J.S.S.C.) was established under the Jharkhand Staff Selection Commission Act 2008 (Jharkhand Act 16, 2008), as published in the Gazette notification no. 829 on December 6, 2008. This foundational legislation was subsequently amended by Jharkhand Act 03, 2011, and Jharkhand Act 19, 2011, as detailed in Gazette notifications no. 153 on February 24, 2011, and no. 687 on October 11, 2011.

Originally, the J.S.S.C. operated from its office located at Dhurwa, Ranchi, until August 1, 2016. The space could no longer accommodate the Commission’s growing needs, prompting a relocation to Kalinagar, Chaay Bagan, Namkum, Ranchi, Jharkhand – 834010. The transition was marked by the laying of the foundation stone by then Hon’ble Chief Minister, Shri Hemant Soren, and the office’s inauguration on August 2, 2016, by Hon’ble Chief Minister, Shri Raghuvar Das.

Constitution of the Commission

The J.S.S.C. is comprised of a Chairman, an officer in service or retired not below the rank held in Super Time Scale of All India Services/Army, appointed by the State Government, and two members, officers in service or retired not below the pay scale of Rs. 37400-6700, Grade Pay Rs. 8700 (or equivalent). These appointments are made by the State Government from All India Services/Army, Jharkhand Administrative Service, or equivalent government services/academic field. Duties & Functions

The J.S.S.C. is responsible for recommending appointments to all posts in Group C and Non-gazetted General/Technical/Non-Technical Services/Cadres of the State Government where direct appointments are partially or fully permissible and not otherwise handled by the Jharkhand Public Service Commission. However, the State Government retains the authority to withdraw the recommendation powers for specific services or posts, reassigning these to other authorities as deemed necessary. The recommendations of the Commission remain valid for one year from the date of recommendation, with an option for revalidation for another year. The J.S.S.C. oversees the examination processes required for appointments, conducting these exams either fully or partially through external sources as needed.
